If your boat exceeds 9m in length, or 15hp propulsion, it will legally require (a) a buoyancy certificate (by comparison to road vehicles this could be called a Roadworthy certificate); (b) a certificate of fitness (licence) and (c) the operator should have a skipper’s licence (driver’s licence).
